Does Geoma do rule-based model checking?

No. Rulesets are Solibri's strength and Geoma does not try to replace them. Geoma validates models against a required-property template, which covers data completeness but not normative checking.

Does Solibri edit IFC properties?

No, it is read-only for IFC data. That is the usual combination: Solibri finds the data problem and Geoma fixes it in batch.
